Bulgaria Introduces Its First Electronic Register for Personal Insolvency

The Bulgarian Registry Agency has announced the launch of the country’s first national electronic register dedicated to personal insolvency proceedings. The system is part of the reforms introduced by the Personal Insolvency Act and represents a key step toward the practical implementation of the so‑called “personal bankruptcy” regime in Bulgaria.

What Does the New Register Do?

The register creates a centralized electronic file for each debtor, consolidating all acts and circumstances related to their insolvency proceedings. Unlike other registers, this one operates fully automatically: once documents are submitted in accordance with the law, the system records and publishes them without human intervention. This significantly reduces administrative workload and speeds up procedures.

Who Can Initiate Proceedings?

Proceedings may be initiated only by an individual who is insolvent and meets the statutory criteria of good faith. The law allows such a petition to be filed only once, making the process particularly sensitive and requiring careful consideration by the debtor.

What Services Are Available?

Through the platform, users can request:

• registration and publication of acts by insolvency trustees;
• issuance of certificates;
• official extracts and certified copies;
• public inquiries on the status of proceedings.

Services are available both electronically and in person. Online access requires electronic identification, and the fees are modest.

Why Is the Register Important?

The introduction of this system is part of Bulgaria’s broader digitalization of registries and marks a major step toward modernizing procedures for the financial rehabilitation of individuals.

Citizens and institutions can freely perform public searches and request administrative services. All services except for the registration and publication of acts and circumstances can be requested either electronically through the Unified Portal for Electronic Administrative Services (UPEAS) of the Registry Agency or at the Agency’s local offices.

The new register:

• ensures transparency for creditors and institutions;
• facilitates public access to information;
• reduces the risk of administrative errors;
• accelerates personal insolvency proceedings.

The investment in its development is part of Bulgaria’s Recovery and Resilience Plan, marking the beginning of a new stage in the evolution of the country’s electronic registry services.
